Real Estate Agent Fees in Korea for Foreign Renters: How to Check the Quote

Before paying a Korean real-estate agent, verify the property class, transaction value, local fee cap, negotiated rate, VAT, timing and receipt.

A brokerage quote in Korea cannot be checked from the monthly rent alone. The result can change with the province or city, the property's legal category, whether the deal is a lease or sale, the deposit, monthly rent, applicable transaction-value formula, current maximum rate, negotiated rate, VAT treatment, actual expenses, and agreed payment date.

This guide is for English-speaking foreign renters who already have a written housing offer and want to verify the agent's calculation before agreeing or paying.   1. the brokerage office's registered name and responsible licensed agent;
  2. the property's full Korean address and legal property class;
  3. the transaction type: jeonse, monthly-rent lease, another lease, or sale;
  4. the region and current official fee table being used;
  5. the deposit and monthly rent written in the contract;
  6. the transaction-value formula and calculated value;
  7. the applicable maximum rate and any amount cap;
  8. the lower rate or amount actually negotiated;
  9. whether VAT and any separate actual expenses are included or added;
  10. the payment date and receipt or tax-document method.

Do not accept only a final number. A quote becomes checkable when every input, formula, rate, tax line, extra charge, and payment term is visible.

Step 1: Confirm the Region Before Using a Fee Table

The Licensed Real Estate Agents Act says housing brokerage compensation is set by provincial or metropolitan ordinance within the national framework. That means a Seoul housing table should not be treated as a permanent nationwide table. Use the authority for the property's location, not the renter's home address, employer, or agent's preferred calculator.

For a Seoul property, compare the quote with the current Seoul Real Estate Information Plaza brokerage-fee table and calculator. Save the official page or PDF used on the calculation date. A screenshot from an agent, blog, forum, or old search result may omit an effective date, property category, amount cap, or later amendment.

Step 2: Identify the Legal Property Category

Do not choose a row because the room looks residential. The official schedules distinguish housing, qualifying officetels, other officetels, and other non-housing property. A studio marketed as a “one-room,” serviced residence, office, commercial unit, or officetel can fall under a different schedule from an apartment or other housing.

For an officetel, floor area and specified residential facilities can matter. A January 2026 official legal interpretation also confirmed that a qualifying officetel's fee must be determined through consultation within the applicable limit. Ask the office to state which schedule it selected, which legal category and criteria support that choice, and which document confirms the classification.

Step 3: Rebuild the Transaction Value

For a jeonse-style lease, the deposit is generally the transaction value used for the lease-fee calculation. For monthly rent, the current national rule and Seoul guide use the deposit plus monthly rent multiplied by 100. If that result is below KRW 50 million, the stated fallback calculation uses the deposit plus monthly rent multiplied by 70.

Those are calculation rules, not the amount you automatically owe. Recheck the current official rule and effective date for the contract. Then ask the agent to show:

  • deposit from the final contract;
  • monthly rent from the final contract;
  • which multiplier applies and why;
  • the resulting transaction value;
  • the bracket and cap selected from the current local table.

Step 4: Separate the Maximum From the Negotiated Quote

The official maximum is a ceiling, not an automatic invoice. The current Act, Enforcement Rule, Seoul table, and January 2026 officetel interpretation describe negotiation within the applicable limit. Ask when the rate or amount will be agreed, and put the result in writing before payment.

Use this sequence:

  1. Confirm the correct local table and property category.
  2. Calculate the transaction value from the final lease terms.
  3. Identify the current maximum rate and any amount cap.
  4. Calculate the legal ceiling before VAT or separately supported expenses.
  5. Negotiate the actual rate or amount within that ceiling.
  6. Write the agreed amount in the brokerage or transaction documents.

Do not assume that the maximum is a government-set fixed price, that every agent offers a discount, or that a lower quote proves the property is safe. Fee negotiation and property due diligence are separate decisions.

Step 5: Ask Whether VAT Is Inside or Outside the Quote

The Seoul official table states that VAT is excluded from its displayed brokerage fee. That does not make every unexplained tax line correct. Ask the office to state whether its quote is before or after VAT, the business name and registration details on the tax document, and what receipt, cash receipt, card slip, or other evidence it will issue.

Do not guess an office's VAT treatment from its sign, size, or payment request. Tax registration and document obligations should be confirmed with the business and, when needed, the National Tax Service. Keep the written base fee, VAT line, payment evidence, and issued document together.

Step 6: Separate Brokerage Compensation From Actual Expenses

A quote may include a line described as document, verification, transport, interpretation, printing, advertising, or another service. Ask whether it is:

  • part of the negotiated brokerage compensation;
  • an actual expense permitted under the current rule;
  • a separately requested service with its own agreement; or
  • a charge that should not be on your invoice.

The Enforcement Rule describes certain actual expenses and requires supporting receipts in the circumstances it covers. Do not approve a vague “service fee.” Ask for the legal or contractual basis, provider, amount, supporting receipt, and whether you agreed to it before it was incurred.

Step 7: Confirm When the Fee Becomes Payable

Payment timing may be set by agreement between the brokerage office and the client. The current Enforcement Decree says that, if there is no agreement, payment is due when payment of the transaction price is completed. Ask which written term controls your case and what happens if the transaction is delayed, cancelled, rescinded, or found invalid.

Do not withhold, accelerate, or refuse payment solely from a general article. The outcome can depend on the contract, cause of failure, agent conduct, and current law. Obtain individualized advice when the transaction does not close normally.

Use This Itemized Quote Template

Please provide the brokerage-fee calculation in writing. Include the registered office and agent, property address and legal category, transaction type, region and official table, deposit and monthly rent, transaction-value formula, calculated value, maximum rate and amount cap, negotiated rate and base fee, VAT treatment, every separate expense with supporting receipt, payment date, and receipt or tax-document method.

Compare the answer with the signed lease and official page. If the quote changes, ask for a new dated version that shows what changed. Keep the quote with the contract, confirmation-and-explanation document, payment record, and receipt.

Red Flags Before Payment

  • The office will show only a final total, not the calculation.
  • The property category changes when you ask which rate applies.
  • A Seoul table is used for property in another jurisdiction without explanation.
  • The monthly-rent transaction value does not match the current official formula.
  • The quote treats the maximum as a mandatory fixed price and refuses to identify the negotiated rate.
  • VAT appears twice, changes with the payment method, or has no supporting document.
  • A broad “service fee” has no agreement, basis, or receipt.
  • The payment account does not match the registered business or documented recipient.
  • The office asks for cash but refuses a cash receipt or other payment evidence.
  • You are pressured to pay before receiving the final calculation or transaction documents.

A red flag does not decide the legal result by itself. Pause the payment, preserve the evidence, and ask the registered office and responsible authority to explain the discrepancy.

Receipt and Cash-Payment Checks

The National Tax Service lists real-estate brokerage and agency businesses among mandatory cash-receipt industries. Its current guidance says that when a covered mandatory business receives at least KRW 100,000 in cash for one supply, including VAT, it must issue a cash receipt even without a customer request. Recheck the current threshold and whether the exact payment is covered before relying on it.

For any payment method, keep evidence showing the recipient, date, amount, purpose, base fee, VAT, and other expense lines. If a cash receipt, card slip, or invoice is missing or inconsistent, contact the business first and use the current National Tax Service help route for tax-document questions.

If the Quote Still Does Not Match

  1. Ask the office for the itemized calculation and the official table used.
  2. Compare the property category and final lease figures with the written contract.
  3. Save the advertisement, quote versions, messages, contract, confirmation document, bank record, and receipt.
  4. Contact the real-estate department of the district, city, or province responsible for the office or property.
  5. For a Seoul transaction, use the Seoul Real Estate Information Plaza's current brokerage information and complaint guidance.
  6. For legal consequences or recovery, contact the Korea Legal Aid Corporation at its current official channel or a qualified Korean legal professional.

Do not post unredacted contracts, IDs, registration numbers, bank details, signatures, or another person's personal data online. Provide protected copies directly to the responsible authority or adviser.

Is the maximum brokerage rate the price I must pay?

No. It is a ceiling under the applicable rule. The actual rate or amount is determined within that limit, and the quote should show the negotiated figure separately.

Can I use the Seoul calculator for a rental outside Seoul?

Do not assume so. Housing fee details are tied to the applicable local ordinance. Use the authority and current table for the property's location.

Is an officetel charged like an apartment?

Not automatically. Officetels have separate rules, and qualifying criteria such as floor area and facilities can matter. Ask which legal category and official schedule apply to the exact unit.

Should I pay VAT on top of the quoted fee?

The Seoul table says VAT is excluded from the displayed fee, but the correct invoice and tax-document treatment depend on the business and transaction. Ask whether the written quote includes VAT and obtain the proper evidence.

Can the agent charge an extra translation or document fee?
